The 'setup.ini' file is located in my disk, so I loaded it into my CD-drive, and pressed 'Next >'. The problem came up when it asked me for the 'setup.ini' file, which is unusual for a game. I went to Start > Control Panel > Programs and Features > Find 'Civilization III' > Uninstall/Repair. I decided to uninstall Civ 3 as it's taking up too many spaces in my C hard drive. I'm sorry to make such a fuss over the details of my issues, but at least I did a good job of reporting it.
